This new text examines public policy through two lenses: the realm of philosophy; the realm of science.  The unique inclusion of a philosophical context allows students to see how government officials’ beliefs about what government ought to do — their values — inform and shape public policy.

This book weds the “normative” and the “empirical” in its examination of public policy.  The first part of the text offers a philosophical context, enabling students to see how different conceptions of “the public good” inform and shape public policy.  The second part draws on the realm of science and employs the policy process model as a basis for understanding how public policies actually come to fruition.  The first two parts act as a “compass” for the third, which presents substantive policy areas, such as defense, education, health, and criminal justice.

  • The text offers several “alternative” tables of contents and self-contained chapters to allow instructors to teach the course in multiple ways and with different emphases.
  • Each chapter begins with bulleted chapter objectives to focus students’ attention on the key concepts they must learn.
