A spin-off from the popular Texas chapters in the O’Connor/Sabato/Haag/Keith, American Government: Continuity and Change, 2006 Texas Edition,  this new, four-color book by a bestselling author team examines the unique character of Texas politics and government and traces how it has changed or remained constant over its history.  The authors argue that, in order to understand Texas today, we must understand how it has evolved over time.  In addition, the authors provide numerous boxed features designed to engage students in debates over key political issues, in critical thinking, and in the current and historical political climate of their state.

  • Roots of Government boxes are historical in nature and highlight the role that a particular institution, process or person has played in the course of Texas politics.  For instance, “Struggles over Cabinet Government” examines the attempts to increase the power of the executive in Texas, which was stripped of Sam Houston-like authority in the 1876 Constitution.).
  • Politics Now boxes are contemporary counterpoints to the text’s focus on history.  These boxes are designed to get students thinking about current issues in the context of the continuing evolution of Texas government.  For instance, “The Rise of Partisanship in the Texas House” touches on the Democrats’ breaking a quorum in May 2003 to prevent adoption of a partisan redistricting plan.
  • Analyzing Visuals are designed to encourage visual literacy, and they help students make sense of quantitative and qualitative information presented graphically. For example, “Basic Steps in the Legislative Process” walks students visually through the process of how a bill becomes a law in Texas.
  • On Campus boxes focus on material that is of particular interest to college students.  For instance, “Driving While Intoxicated in Texas” discusses the state as a leader of alcohol-related traffic deaths in the U.S. and examines the activities on college campuses, designed to educate Texas students about DWI.
  • Join the Debate boxes engage students in critical thinking, foster interest in important issues, and help inspire their participation through involvement in decision-making and taking a stand.  For instance, “Should Texas Adopt an Income Tax?” examines the question of whether Texas, one of only seven states without an income tax (and a source of pride for its residents), should adopt one or find another way of adequately funding the state’s social programs.
  • The Living Constitution boxes excerpt a portion of the Texas Constitution, explain what it means, what its Framers were responding to when it was written, and why it is still relevant today.  For example, “Article 7, Section 1” cites the Constitutional provision for providing an efficient public school system and the state’s struggle to do so with necessary financing.
